There is no sorting order as it appears that companies can "buy" a good place in the order.
The current #1 Financial App has debuted in the #1 spot. That would never happen with no reviews and no downloads for any other "no name" app from an independent developer. But since it's an app from a well known player in the field, it appeared as #1 and it has stayed there. Curious if the playing field is even -- it certainly doesn't appear to be.
