I had previously had trouble in installing the updates for the Android SDK. Upon running the SDK manager outside of any IDE, I received the message that something was accessing The Android>Tools directory that a folder could not be "removed or renamed". I tried several things including reading many proposed solutions on this developer group but still had no luck. Recently I simply opened Eclipse Helios and went to Windows>Prefences and under Android pointed it where my SDK was installed. I then restarted Eclipse, and went to update the SDK. Volia! I seem to have no trouble installing the latest implementations and am no longer receiving the previous file error.
