We noticed some features around APN settings which seem to be unique
to HTC devices in the UK (particularly Vodafone, but we also saw
similar behavior with O2).  In particular, this has to do with support
for  MVNOs on these phones.

This is what we observed :

1. On the device, when user selects settings->wireless & networks-
>Mobile Networks->access Point names, The user is presented with a
“carrier selection” screen and he can choose a MVNO for example
“Vodafone PAYG” or “Vodafone PAYG Contract”. Based on user’s
selection,  The device picks pre-configured APNs for that particular
operator (subscription) and displays to the user.
2. On Vodafone PAYG WAP  , APN profile , the user is not allowed to
modify any settings. This APN is locked.
3. When we tried to provision an APN for Vodafone via our application,
it would not show up on the list.

4. We saw the same behavior using an O2 SIM, but we did not see such
behavior on HTC devices in France or in the US.
5. We saw this behavior on all HTC devices we tried – both Vodafone
branded and open market devices


The questions are -
1.                - is this global/only for UK/Only for Europe,
                - is this behavior true on all devices or is there a
subset of devices with this behavior,
                - is this driven by HTC or is this a carrier
requirement?
 2. Can an applications on the device have access to platform code to
choose a specific MvNO programmatically?.
