I've tried a number of different ways to inflate the footer, but it doesn't seem that this matters. Pre-2.2, the listview doesn't seem to want to suffer the footer - at least without the adapter already set.
So, again, back to your latest suggestion, I have set the adapter and things are starting to work. I've got a lot of testing to do, but this is great progress.
