We'd love contributions -- we have an overview doc here: http://tools.android.com/contributing but basically you generally mention on this alias what you're interested in working on (to ensure that people don't overlap in work, and to ensure (if the feature is controversial) that we're in agreement on the overall direction such that the patch will likely be accepted.
