When a desktop browser attempts to run an arbitrary pre-installed
program, it is generally deemed a security violation.

Why would a mobile browser be any different?

IMHO, properly implemented, it would certainly be useful. The key would
be a proper implementation that isn't too intrusive yet doesn't cause
security issues.
