Check the information at http://developer.android.com/guide/developing/devices/emulator.html#sms You can sent SMS messages to an emulator at least. I have never tried it, but maybe you can also send SMS messages to a phone by specifying the device ID. But as I said, I'm not sure if you can send it to a phone.
