I will be surprised if much more than 1% is using the Android
Compatibility Library (ACL) at this time.

The ACL's capabilities are good at least to Android 2.0. It used to be
to 1.6, though there were some rumblings this week that the 1.6
compatibility has issues with the new ACL version that was just
released.
