Step #1: Create a FrameLayout

Step #2: Add the SurfaceView for your camera preview as the first
child of the FrameLayout

Step #3: Add a LinearLayout or RelativeLayout or something, containing
your "Translucent... any view/controls", as the second child of the
FrameLayout

(note that if you are using a RelativeLayout in Step #3, you could
skip the FrameLayout entirely and put the SurfaceView as the first
child of the RelativeLayout)
