I've never heard of a tablet that doesn't AT LEAST have WiFi.... If there actually is one that doesn't, it's certainly not one that anyone would ever buy.... But if, by some chance, someone stuck you with one, and you intend to keep it, IF you have an Android phone that supports tethering via Bluetooth (mine doesn't...only via USB), you could do that.
