You are not specifying a virtual disk image. In other words, you are running just the emulator but not an emulator running a specific machine.
Put in terms of vmware, you are running a vmware software, but not the vmware software plus your pc's disk image. In terms of real hardware, you are booting your pc but do not have a disk installed with an OS on it.
