You could store your data in sdcard instead of storing it in per-app storage area. Deleting the app does not wipe the data the app stores on the sdcard.
The best option would be to buy a low end Android device from Craigslist/Amazon/Ebay etc. Your time is much more valuable than what a low end device would cost.
