This is getting updated by individual manufactures as they roll out firmware updates (or not... :) )

Out of the devices I have, this is fixed on the HTC Desire S (the new fw with Sense 3.0), and the Samsung S5830 (fw XXKPO). For the others, I manually set the time zone to Dubai (also GMT+4:00).
