I've filled a bug here:
http://code.google.com/p/android/issues/detail?id=22387

Posting here for discussion and to save others time if they run into this.
Basically 9-patch images with hardware acceleration may be blurry (even
when they're not scaled/stretched).

Screenshot demonstrating the problem here:
http://teslacoilsw.com/tmp/hw_accel_9patch.png
(First set of RGBK lines are hardware accelerated and blurry, second
set is software and not blurry. Same 9-patch image is being displayed
in views the same size.)

1) Create a 9patch image with sharp edges.
2) Display in a hardware accelerated view.
3) Notice that the sharp edges are blurred.
4) Disable hardware acceleration
5) Notice the sharp edges are preserved

Expect sharp edges to be preserved regardless of hardware acceleration
or software acceleration.

Tested on GSM Galaxy Nexus.
