What part of the answer above did you not understand?

If you're the same person I answered on this topic earlier, I already
answered your question, as well.  You either write your own (and this is
NOT the right group for information on writing programs for your PC), or
you use an existing protocol, such as HTTP or FTP.

But if the above answers aren't enough, just implement NFS or SAMBA on
both your Android and your PC.  Either way, when you need help with the
PC side, ask your questions in the right forum, not here.
