I don't know anything about building Android application with Maven. However, seeing references to m3-rc20a is a good indication that whatever it is you're using is obsolete. m3-rc20 is the first SDK we released back in November 07 and it is extremely out of date in both API and tools.
Nothing developed with that SDK will work on a released Android phone.
