Using REST is probably your best bet, as that is easier to do on mobile
applications.

There are many tutorials on how to do REST on Windows. I use WCF
personally, and it works well.

Once you have a webservice interface, then as TreKing mentioned, coming
back here to ask the android specific questions will make more sense.

If you need help, and have started an interface, you may want to look at
answers on stackoverflow.com before asking questions there.
