Apps where you consider the whole screen to be yours (games, video players, etc.), you simply have to make your menus "yours" as well. Games have done this for quite some time, eschewing menus and PreferenceActivity and the like to keep their immersive experience consistent. Apps that do not require this level of experience customization should be using the action bar, for consistent behavior across apps.
