The only thing you need to do is run the exe file on your PC, study in detail which functionality it provides and then go ahead and implement the same functionality in Java using Android SDK. As a final step you can follow the Android documentation on how to sign your APK file etc etc etc. The needed effort is open to discussion but I'm almost sure you can convert any exe file to APK in this way ;-)
