The problem is, for as far as I searched for the same answer: eclipse.
It's quite hard to get the eclipse source code and once obtained you'd need to port it to android. Nobody has done it so far, as far as I know. However, there are development solutions (existing apps on the market) which, if you speak terminal, can get you a long way.
