I'm not seeing any issues with this on a Galaxy Nexus. The code is:
WebView wv = ...; wv.loadDataWithBaseURL(null, content, "text/html", "utf-8", null); It loads Cyrillic text converted from windows-1251 or koi8-r into utf-8 - just fine, and displays right.
