If you want to go to other mobile devices either write your own server, or you can upload to an intermediary, such as to a server in the cloud, and it can send a text message that your application can intercept to know to go get some files.
There are other options but look at what is done already and it may help you. There are some Apache commons libraries that may help, but basically you are on your own, unless you use some tool such as Dropbox.
