Yes. In brief, your application should contain
(1) a broadcast-receiver getting C2DM messages ( http://code.google.com/android/c2dm/) which will post a Notification with a PendingIntent. (2) An activity whose intent-filter matches the Intent inside the PendingIntent. When the user selects the Notification from the status-bar, its PendingIntent's Intent is fired.
