Hello,

A small guide for Eclipse and SDK:

1) unpack SDK and place it somewhere.

2) install ADT plugin from https://dl-ssl.google.com/android/eclipse/
   or http instead of https.

ADT plugin will ask you where the SDK directory is

3) after restart, Eclipse will have 2 green buttons. One of them is to create an AVD.
  The other is used to install Android API's.

If you follow these 3 steps you will be able to create an AVD.
