One could argue that you don't have time to reach for a phone in an emergency, or you might not have a phone in an emergency, or your phone might have a dead battery, or your phone does not have a mobile data or WiFi signal, etc. Conversely, not all emergencies are necessarily that time-critical for the person with the phone.
