And sending a new in-app purchase notification once the order is reviewed and reinstated?

And another email to the user if not? ( something like "Sorry, your account is on hold, you can't make purchases anymore" )


Then again, what do I know?

A message like that would make users think it's not the app's fault - perhaps there is something wrong with that.

Then again, there could be a technical reason, such as Google lacking the bandwidth to send so many emails?
