I found the reason why some Android phones do not see simple Bluetooth 
transciever devices.  Most of these devices advertise major device class 
0x'00' and there are many Android phones that have a bug that causes them 
to skip class 0 in discovery.   There is a nice workaround here:

However, the Droid Incredible still does not connect and I do not yet know 
why.  Any ideas would be welcome.
