Indeed, GPS, or location generally, works better (faster, even indoors etc.) if it is assisted by the Google's information about cell towers or wifi hotspots known positions. For this, you have to be connected to the Internet, so the phone could ask this database the position of current cell tower or wifi hotspot the phone is connected at the moment (or, if you haven't changed area, have a cache of positions on the phone). This first aproximation will help GPS get a faster fix of the more accurate position.
