Well the wallpaper service is used only to tell the pictures app how big the wallpapers should be. If you handle wallpapers yourself (kinda like what Launcher does in its own wallpaper activity), then you don't need this. Anyway, the wallpaper service should be public, or there should at least be an API to communicate with it. Can you file a feature request for this?
