RTSP streaming has an issue on the Android emulator. That could be the reason why you are not able to stream. Also, mp3 streaming over RTSP protocol is currently not supported by the mediaplayer.
In general, HTTP streaming is supported (for both mp4 and mp3) and working well on the emulator. Please search through the forums for discussion about RTSP streaming on emulator.
