Yes, stock Android purposely lacks the hooks for the device being
controlled, though the controller side should be possible. There are some
possibilities with modified android which are discussed in appropriate
places (ie, not here). Try some web searches, I think there's at least one
open source project for remote controlling a modified ("rooted") android
device from a PC, which could presumably be adapted to do so from another
android device.
Additionally, it's probably not possible on most mobile networks - either a
server would be needed somewhere to pass traffic between the two devices,
or they'd need to be on mutually routable wifi network(s).
