Whether or not you need a certficate depends on the particular 802.11x scheme actually in use.
In my tests, I haven't had any trouble connecting to a 802.1x TLS secured network with a self-signed certificate, but that's a different scheme than you're using. There was no need for any extra steps - once the network's properties were set up on the Android side and the certificate storage unlocked, the device connected and was able to get on the Internet. Not sure about the certificate requirements for PEAP, I think it's not required, but don't take my word for it :) So, I would try to check any logs on the router and/or the authentication server for clues.
