I don't have any experience with this particular issue, but it does seem that during the android developer hangouts (on Google+) , this would be the place to talk to the team and get at least acknowledgement of the question. It does seem that people with similar or even more severe issues (banned apps) do get their question acknowledged with a promise of a follow-up from several of the ones I've watched. So the hangout / office hours would be the best chance IMO.
