If you have reason to believe it's a google employee, which it almost certainly is *not*, then the best thing to do would be to email the play team citing fraud, and if you didn't hear back post them on a blog somewhere.
Again, as I said, I highly highly doubt that anyone at google would actually be doing this, and it's much more likely a spoofed email, so you should look into the headers, etc...
