What you want cannot be achieved for a very good reason: if you offered a paid app for free then made it paid again, it would skew your download count and let you obtain a higher ranking in the store. After all, you probably get much more downloads for a free app then a paid one. The best you can do it is make it the cheapest price you are allowed in the market. (99 cents?)
