There have been some past discussion on this. I just wanted to confirm the conclusion.
IF ICS is installed on a device with a physical menu button, the ActionBar does not show. This includes the emulator as it is assumed to have a physical menu button. (In my opinion, this goes counter to the 'Say goodbye to the menu button" idea, but . . . ) Unless I missed something in the previous discussions, or there has been a breakthrough since, there is NO possible way to make the overflow button show up if there is a physical hardware key.
