Why don't you.... download and then execute the .sql file from a file
server while presenting the EULA to the user? This would be almost
transparent; all you would do is enable the "I accept" button after
initializing the app. Users might think you make them read the EULA by
not immediately enabling the "I accept" button, which is fair... Or
even better, provide some visual feedback such as a progress bar along
with it.
