As a user, I've faced with the same issue from some days ago. 'My downloads' no longer shows 'FREE' for installed applications that have a new version. It just says 'Installed'. Moreover, if you click on it, you won't receive the option to update it. Manually searching for the app shows the new version, and lets you update it.
