I have the same problem and I notice that this don't work on my system but work on my hosting account $ wget https://dl-ssl.google.com/android/repository/addons_list-1.xml
I check this command (on GNU/Linux) $ host dl-ssl.google.com it show 4 servers (their IP) and I add one to /etc/hosts (on Windows there are the same file, I don't remember where) and It work.
