Speaking from experience of attempting to develop an ultrasonic measurement app, this is not possible.
Sonar is a marine application and it is simply not possible with a mobile phone, not lest because mobile phones do not have a submersible active sonar device, but also because surface noise generated by mobile phones cannot penetrate deep enough into the water to be of any use. Sorry to be the bearer of bad news, but I (and others) have tried, and its fruitless.
