You can write your own input method editor (a.k.a., soft keyboard) and
make it available for users.

And, for input method editors that support the action button
(typically lower right corner), you have some control over that via
android:imeActionLabel and related attributes.

Beyond this, since input method editors are implemented by third-party
apps, you cannot control them.
