Ignore the dpi setting in photoshop (and other graphics packages) just 
ensure that you create your images with the correct width and height (in 
pixels). So for example when creating launcher icons use:

xhdpi 96x96 pixels

hdpi  72x72 pixels

mdpi  48x48 pixels

ldpi  36x36 pixels
