Hi, I am experiencing the exact same problem. The stock Browsers of my Transformer Prime - Android 4.0.4 - and my HTC ONE X - Android 4.1.1 - do not respond to the viewport meta tag.
My tag looks like this: <meta name="viewport" content="width=device-width, minimum-scale=1.0, maximum.scale=5.0, initial-scale=1.0, user-scalable=yes"> Am I missing something? Thanks!
