It doesn't work on a international Galaxy Nexus saying it doesn't support 'osaifu keitai' (the Japanese FeliCa-based NFC wallet), and generally FeliCa needs a dedicated SE, so I assume it's checking for the chip. They use a custom permission (MFC_ACCESS, probably from MobileFeliCa, so that would mean proprietary interface. Osaifu keitai has been available on mobiles long before NFC became standard on Android.
