The problem is basically that if you sell stuff through paypal, you have to be pretty careful, it's very likely that you will be in violation of the google play terms of service. You should ask a lawyer, people here are not qualified to give you legal advice in this manner. Basically, Google wants their 30% cut, I wouldn't use paypal in any app distributed through Google play without assuming that it would eventually get taken down..
