If your country allows you to open a bank account in a foreign country then that would work. Google does care only where it can send the money. They don't care where you are actually spending most of your time :)
Here in EU you can pretty much open a bank account anywhere and still live in some other country. Just be sure to select the right country when you register because that CANNOT be changed later.
