You dont even need a phone to test your apps. You can test using the eclipse sdk. However, it is nice to have a phone... doesnt matter which one... to see your apps working. That being said, if I were going to buy a new phone I would buy something with the latest system version, but be sure to develop your apps and release for older devices, like 2.3 which is still very popular.
