Could try the Intel emulator, it's much faster than the standard one. Other than that, not many options for speeding the emulator up. There are no programs I know of that are purpose-built to emulate Browser (or WebView) rendering of webpages. Chrome Dev Tools and Firebug both do a pretty good job of impersonating various devices by changing UA String and display-port size, but they don't change their rendering or JS engines as far as I know.
