Hi Andy, It seems like the LetterRecognizer was never released. But in our app we've added "gesture search" that works similar and learns the user's handwriting so it gets better in time (it can also be taught new languages).
It's not perfect, but you can check it out in Contacts+<http://play.google.com/store/apps/details?id=com.contapps.android> from the market (you'll need to enable gesture search from settings). We haven't worked on this feature for a while, so I'm sure there's more stuff to improve on it. Mor.
