Sounds like an opportunity for someone to write an app. The source for the proxy settings page is in;
/packages/apps/Settings/src/com/android/settings/ProxySelector.java in the git repository, so couldn't someone write an app using that, add in some buttons to change configuration and some optional Geo-location to switch proxy settings automatically based one where you are and it'll probably be a popular app. Or is it another piece of functionality limited to the in-crowd who can get their app signed with the right certificate?
